Challenge

A national voter registration platform developed for the Independent Electoral Commission needed a faster and more reliable way to capture citizen information across registration centres nationwide.

The solution includes both an Android mobile application and a React-based web portal used by field officers to process registrations, amendments, and other citizen services. Before implementing barKoder, much of the demographic information had to be entered manually, making the process slow and increasing the risk of transcription errors—particularly with names and surnames.

For a nationwide electoral system, data integrity was critical. The platform required highly accurate PDF417 and MRZ reading, consistent performance across Android and web environments, and the ability to operate completely offline in remote areas with limited or no connectivity.

Solution

The team integrated barKoder across both its Android application and React/WebAssembly web platform, deploying 500 licenses to support registration operations across the country.

barKoder was selected for three key capabilities: strong PDF417 and MRZ accuracy, consistent cross-platform performance, and fully offline operation without dependency on cloud services.

The SDK enabled officers to extract demographic information directly from National ID card PDF417 barcodes and MRZ data, significantly reducing the need for manual transcription.

During implementation, the project also required specific information to be extracted from source documents that was not supported by the standard SDK configuration. The barKoder team worked directly with the developers to customize the SDK for these requirements, providing hands-on technical assistance alongside comprehensive developer documentation.

Result

With barKoder integrated into the voter registration platform, field officers can capture citizen information faster and with substantially greater accuracy across both mobile and web applications.

The system has been deployed nationwide with 500 licenses and has already supported thousands of registrations. Automated PDF417 and MRZ data capture has virtually eliminated manual transcription errors, helping ensure the high level of data integrity required for electoral operations.

Registration processing performance improved by up to 80%, while offline scanning allows officers to continue operating effectively in remote registration centres regardless of network availability.

By combining production-grade scanning accuracy, offline operation, cross-platform consistency, and responsive technical support, barKoder became a critical component of a high-stakes national registration system.
